A new front clip, door to door is the only good way.......anything else will be more work and more chance of questionable results.

The 'problem' here is NOT the fiberglas. It's the headlight mechanisms.
1. First he took out the lights to convert to 'Monza' lights..
2. Then he decided on 'datsun' or whatever lights.
3. Am assuming that the bonding mounting strips are still there....
4. See if the lights are in a box somewhere.

^^^^^this, as long as you can get the headlight assembly & mechanism and from another doner and that upper portion of a left fender...start glassing. thats cake work for me, I could fix that with cardboard,tec screws wax paper and glass matt.

If you are that good at fiberglass, the solution is to fully commit to both halves of the car. Turn it into a car Harvey Dent would proud to drive.
