Does the turn signal switch wire loom carry the ground wire to ground the horn contact pin? I'm getting no continuity from the pin to the 3rd black wire (next to the pink one) on the harmonica connector under the dash.

Don't know what year- this is through IIRC 75.
The black wire is grounded only when the horn is depressed. The ground comes from the steering column itself.

According to a diagram I have, Harmonica Connection position G, a Black 20 gauge wire, is the Horn ground when horn button is pressed. I just replaced this switch, as I found a nick in several of the wires that went through the column which caused a constant horn ground. The basic idea is that this ground wire grounds the horn relay when the horn button is pressed and grounds it to the L shaped piece the horn contact is attached to. I believe the L shaped connector grounds it through the steering column itself, but I am not certain of that.
Thank you...it's an 81 vette. I'm trying not to tear down the entire column...so if I understand you...there is no wire between the horn pin itself and the 3rd black wire connected to the harmonica connector correct?

That is correct - the horn button basically makes contact with the horn pin of the cancel cam that protrudes through the locking plate and the steering wheel hub. The horn pin on the cancelling cam is connected to a metal track under the cancel cam and that track is ridden by a spring loaded connector from the turn signal switch. I know this because the issue I have presently is that my lock plate (when compressed) does not allow the cancel cam to turn freely as it should.
