Ron, that is a very strange report. I have never seen that line before: "Begins with a C"
Maybe try calling Bob Demmel over at NCRS and see if he can expand on that a bit. I've spoken with him in the past, very helpful guy.

I have seen a few reports like that.
From what I understand they are pulling the info for your VIN from microfiche files that are 50+years old. Some of the files are damaged and unreadable. Unfortunately your file is damaged and that was all the info they could get from it. They were able to see a letter C and the state of NJ. You will have to do some more research to find the dealer.

The letter "C" is the first letter of the dealers name. If the dealer code #60 is not listing their name when looking in zone #35. The #60 falls within the dealer names starting with a "C" this gives you a starting point for further research which I see you are doing which is great. If you do locate the dealers name you can then add it to the NCRS data base. In general the dealer codes in each zone were alphabetical listed

Zone 35 Dealer 53 is COUNTRY CHEVROLET INC

There are no dealers listed between 56 and 60 So with that the second letter in the names being an "O" (53/55) and then an "R" (61) in most cases your dealers names second letter is an "O" or any letter between including the "R".
