I am trying to get head lights to go up and down all vacuum lines
are good we’re do I check next and need to get the wipers working as well

Buy the electric conversion sold by the forum member. If mine acted up, I wouldn't eff with it.....I'd buy the conversion.

The head light vacuum system on a C3 is a pretty basic system once you understand the theory of operation and how each component works in the system. Peterbuilt linked up a good source to study and do some troubling shooting.

Ask away if you need help, the guys on this forum are great.

There is a TON of information regarding the vacuum operated headlight/wiper systems on the forum. I got everything to work on several different cars with a moderate amount of work- probably less than an electric conversion. I did more testing/analyzing than actual work.

This might be helpful. It is cheaper and more satisfying to fix the oem system in my opinion.
