'68 Rear Bumper Mount---Is this correct!?!?!

Default '68 Rear Bumper Mount---Is this correct!?!?!

I set about installing the rear bumpers on my '68 this weekend. When I had bought the car, the bumpers were in one of the parts boxes. I found that I was missing two struts so that was put on hold, but while I was underneath there, I discovered that according to the AIM that the outboard bolt mounts directly from fender (no metal bracketry) to bumper. That just seems....wrong to me. Take a look at the picture below along with the corresponding AIM diagram. The picture is taken from underneath the left rear of the car. Unless I am reading the AIM wrong, it sure looks to me like the outermost bumper bolt (the part that wraps around to the fender corner) just attaches bumper to fiberglass with no bracing. The other three mounting bolts all have some form of bracketry that they attach to, except this one. Is this really right? Thanks for the help!

That is correct all the way through 1971.

If you are able...fabricate a bracket for each bumper.

If your not concerned with originality you can fill in the pocket, which will beef it up.
