Turn rearend by hand

Hello everyone, Writing from a beautiful day in Jacksonville FL. I am replacing the calipers (another story) on my 1979 running Vette. Should I be able to easily spin the rear hubs by hand with the engine off and the transmission in neutral? The emergency brake does not fully engage and needs adjustment to say the least. I am wondering if there is a rear end issue that needs further attention or is the back side just hard to turn by hand?

both wheels must be free to turn
and the gear reduction
causes resistance.
turn the drive shaft

Thanks Cal. I have the car on jack stands. So there is a reason the wheels do not turn easily? For example my 2000 Cherokee rear will turn relatively easily in neutral. I did not expect so much resistance. The vette has not been as cared for as well as I had hoped and so I am suspicious of everything.

It is hard to turn with the car on jack stands and the halfshafts are not level. The ujoints are in a bind with the suspension hanging down.
