Default What is it?

I am doing some wiring cleanup and I came across this under the driver's side wheel well ( where the alarm horn is) It was loose and attached to frame. I have no idea what it is or what purpose it serves. Obviously, since it is not hooked up to anything, it is not functioning . That is if it does have any purpose. Can anyone tell me what it is and what i is supposed to do?
thanks, Vinnie

It is the ground plate for the radio antenna. Goes under the body and the antenna housing passes through it.

Like Jerry stated, wire goes to a ground point on the frame.

On my 72 (ignore the power antenna) it's only held in place by the antenna itself, there are some rubber bumpers that keep it from rattling. Ground strap goes down to the frame to a bolt that goes in that hole just in front of the large opening in the frame there. Same bolt that grounds the rear wiring harness in my case
