Default 69 L46 - Wiper vacuum can

Hi, the 2 bolts that hold either side of the vacuum can for the wiper bay lid - where are the plastic bushings supposed to go?
On the nut outside the attaching bracket?
Between the attaching bracket and the vacuum canister?
I put them in both locations but it doesn't seem right. Also is the canister supposed to be on an angle down or have I done something wrong?

The bushing goes from outside in and the washer is installed in-between both brackets as in your photos. Not uncommon to see a slight tilting down of the actuator.

This type of mounting causes the actuator to move up and down. When they went to the double pin pan mount setup. It eliminated the movement.
