I investigated plenty of money laundering cases over the years but I can't say that someone saying they have "lots of cash" would be an issue.
Now, if that person made cash deposits of $9999 a month for 3 months in a row, it would be a different story.

"Saying he has lots of cash" (your first point) is very different from actually buying lots of cars for cash and selling then while proving laundering. That at a minimum is a business that would be investigated or audited very quickly anyway.
