Default Radiator situation

Hi , does anyone know what this is on outside of the radiator.. I have no leaks and core is clean

Hard to tell. Pull some out with tweezers and see if it's crumbly (like leaves or insects) or if it's greasy. Is it on the other side too? If you have A/C, can you see it on the condenser or between the two "radiators"? Being that flow through the fins is pretty darned near one-way, I'd assume it was coming from the opposite side to the pic.

it’s not bugs or leaves . Looks like a little rust .. AC condenser and other side is clean

Could it be the paint just wearing away as that area gets the most air pulled through it?

Rust would be really odd due to nothing there being ferrous. Can you spray it off with a strong hose stream? Does it appear to be blocking the airflow? I think diagnosing this from a distant photo is going to be difficult -- closer pic?

Do you drive the car a lot?
Are you in a humid, cool climate area?
Back when I did residential AC work, I would see black mold/algae growth like this on older attic evaporator coils. We would have to cut open the plenum and do a full decon and cleaning of the coil and coil housing.
From the picture, that is a guess only. Hard to see.
Have you tried a moderate water stream to wash through? Not too hard a stream.
If you use compressed air, please wear a canister type respirator (not a dust mask). If it is mold growth you could inhale mold spores and get pneumonia - happened to my dad.
