You should be able to push a rod up through the fender louvers or from under the splash shield. You may have to remove the splash shield. Try to push up on the latch mechanism lever with the rod. If you get it, the hood will release. Good luck.

is it on the ground or in the air? IF the passenger side popped thats good news because the drivers side has to move to pop the passenger side. I would have someone pull the hood release and hold it while you slowly jack the car up under the frame below that hood pin to see if its bound. iF its in the air put it back on the ground and try it again. It is just bound up for some reason or your pin is out of alignment. Or try getting your fingers under the hood on the passenger side and push towards the driver side while a third person pushes down on the bound pin side and releases it while the hood release is being pulled. You definitely will need help on this one
That was a different year has a different lock. You pull down on it to open. Mine you have to push towards the front of the car. I was trying to a just the driver's side,and when I close it, I pulled the handle in side the car, and all it does is go back and fourth. It misses the lever on the hood. I have a big gap between the hood and the fender the driver side, I think that's why the lever misses the lock mechanism. The passenger's side I never closed. I'm going to try and loosen the front hingers, and see what happens. thanks for all your help. Not going well so far. I already chipped the paint on the hood . Night mare.
My 68 had this notch, 69 probably does too. Its in line with the release. I unscrewed and removed the wiper grill then stuck a long thin screwdriver in there to pop it.
Sorry, cant recall, it was over 10 years ago but I definitely remember removing the grille and finding the area for that notch. Exactly where I dont recall but looks like from the pic you may be able to find it a few inches in from the edge.

Glad to hear you got it open. Now install emergency release cables. I would put up photos of mine but I have a 77 and they are totally different. A few how to threads on here over the years however. Very little money for a good insurance policy just in case.
As was said above, JMH, I think, If you jack the car up, I was able to reach straight up with my hand and unlatch the driver's side. There MAY have been a cover that needed to be removed to do this. I don't remember.
