I have searched this topic here and other forums with little success and no real answers. Does anyone know for sure what the VIN plate/tag on a '68 is made of? The one on the car I am working on got painted over as to make it unreadable. I masked around it and use a small wire brush in a dremel to clean off the paint as good as I could. So, now what? It is hard to tell if it is stainless or, not. A magnet sticks but, that could be the windshield frame. If is is not stainless, I do not want it to rust under the windshield. I do not want it to appear altered for the obvious reasons. The windshield installer we use said it should be be black. I am not sure what to do.
So, advice? Anybody actually know? I can guess as good as the next guy but, need a real answer.

Looking at the DOT Regulations on VINs (49 CFR Part 565) there is no material specified. My sense, therefore is that the matter is dependent on the place of application (on parts, or adjacent to the left windshield pillar). These people (https://tinyurl.com/3st8wyft) offer aluminum plates, but may know the precise answer that you are seeking. I hope this helps!
I believe they're steel. I have a tag laying around that I can take some measurements from if you need them for anything. The thickness, height and with of the material used varys a lot from manufacturers, and even models within a single manufacturer.
