Pull your dash and check your vacuum actuators. Is the switch supplying vacuum to the right actuator? Is the door jammed? Do you have a bad actuator?
Step one. Start checking it out.
A few things to check,
First make sure you have a vacuum signal to actuator from #4 port of the vacuum switch (Tan Line) in any of these positions...
MAX A/C
NORM A/C
VENT
Make sure actuator is actually changing state in all positions above...
There is a plastic actuator link secured to the blend door by a single screw.
This is where the link sometimes will break overtime.
