Default 81 front bonding points

Does anyone know if the area across the nose just behind the headlights is actually supposed to be bonded to the steel crossmember? I’ve been involved with two other c3 vette nose removals and now my personal car. It seems the product that looks to be bonding adhesive is actually just a cushion that the nose rests on and is allowed to move on with flex/torsion of the car. I say that because I’ve never had to, in my limited experience, pry, chisel or heat that area to pull the front end off it’s always just sitting on the steel. It’s also very rubbery unlike the other bonding adhesive from GM. I’m currently dissecting the donor car and have just found this and it made me think. I’ve never had to think about it until now but does this area just rust and detach from the adhesive or is it just a cushion? This will be my first time installing this much of a front end to this degree and I don’t want to bond an area that wasn’t designed to be bonded.
