Default 69 Non tilt column help

I'm reassembling my 1969 non-tilt column (I'll post pictures tonight from my phone), I installed the lock wheel that prevents the steering wheel from turning and then I have a "cover" that I think goes directly after words. The screw holes line up with the threaded holes in the "lock plate", but they need to be exceedingly short and this cover seems to wobble when I try to install it.

Of course my AIM only shows tilt/tlele schematics. Any insight?

There should be a circle clip that goes into a groove on the column shaft. You need the tool to compress the spring/lock plate to get access to the groove.
Jim Shea has info posted on the standard column. Search for Jim Shea steering papers.

Thanks, I've done that, very familiar with the lock plate. This is a thin metal disc with about a 1/4 inch lip that apparently covers the gut from view. There are 3 holes that line up with three threaded holes in the lock plate.
