Default 1969 voltage regulator location?

I’m trying to find this based off wiring diagram? Is it in engine compartment or buried in dash?

Default Alternator regulator?

I didn’t think the positive wire coming into this connection would have steady power but my Voltmeter is lighting up when checking?
is there another spliced source these are connected to that I’m missing?
Trying locate parasitic draw. Anyone have 1969 wiring diagram 350 ?

For the 69- the common problem for parasitic draw is the horn relay-

Mounted on the driver side fender well-the horn relay staying on is most often the culprit-
