What/where should this broken line go?

The white vacuum line goes over to the hot water/coolant shutoff valve. It supplies vacuum to the shut off to shut off the heater core.

Is that why it’s always warm air coming out vents?

Any photo of the valve it goes to?

the valve never worked that well. install a shut off valve. the first and most important thing to keep the interior cool is keeping hot coolant out of the interior.
