Was reading where a c3 owner had his steel rally wheels powder coated black then sprayed the outside with the argent silver paint. I talked with a guy who owns a company that powder coats and he said the powder coating made a great foundation and to just scuff with scotch bright before painting. Reaching out to anybody who has done this. How did it turn out? How much scuffing is required and what product (scotch pad, sandpaper, etc.) is best to use?

I believe your powder coating guy gave you good information. Just scuff up the finish with the pads so that there is no gloss, just dull looking. No need to sand unless a lousy powder coating job.
Before painting, a good cleaning to remove whatever wax, silicone, or old cleaning agents and sprays are gone.
Depends on the powder used and how processed.
air dry liquid will fail generally.
it also depends on end use and performance expectations
also use a tie coat as well before topcoat for best adhesion.
powder is notideal for liquid unless designed and processed correctly for all layers.

When I painted over my powder coated rally wheels, I scuffed them with scotchbrite pad then soap and water wash. Pretty straight forward, the final finish turned out great and is holding up well it’s been a couple years now.
