Default Why 3 horns?

On my 78 there is 2 in the nose and 1 tucked back in behind the washer bottle & cruise transducer. Some sort of federal mandate that horns must be a certain decibel level at 'x' feet and it took 3?
C3's only and what years?

Nearly every car I've ever owned (and two of my motorcycles) have twin high and low tone horns. The 3rd is probably for an alarm system. The 3rd alarm horn was behind a quarter panel in my '75.
