Default Airflow system in 81 Vette

The airflow on my car comes out of all vents rather than the ones specifically needed. For example, the defrost air blows from the floor vents as well as the top vent. I am unsure where to start looking for the problem. Does anyone have experience in this area? Please give me some suggestions.

The vent controls are all vacuum operated except for the hot/cold flapper door. Could be a vacuum leak, hose not hooked up, faulty diaphragm, broken door flap, or bad switch. You'll need to pull the center console and glove box at a minimum to check. Depending on the issue, the gauge cluster may also have to come out. Here's the vacuum hose routing that controls the different diaphragm's and flaps. If you google C3 corvette ventilation you'll find all kinds of diagrams on how the system works. Good luck!
