Default 69 Sway bar

Hey all,
I am restoring my 69 and just picked up my frame from the powder coaters. Have a question about the front sway bar.
When I disassembled everything, there were steel plates/ thick shims between the sway bar bushings and the frame.
These are 4" x 2" and 1/2" thick. I have looked in the Assembly manual, NCRS manual, online and in the major catalogs and don't seem to find them.
Are these typical or am I missing something? The ride height was way too high when I bought the car, so I am not sure if this is to compensate or something else. I do plan to lower it to the correct height.
It is a 350 C.I., 4 speed car. Bushing u bracket appears to be the original as does the 3/4" sway bar.

Most likely spacers were added to clear the lower spout on a non stock radiator. Common issue with some less expensive radiators is the lower rad hose spout will hit the sway bar. Correct rad is dimpled to prevent an issue.
