Looks fairly decent to me. Someone has been there before you and used POR to protect the metal. Originally green primer was applied to that area. Since there is surface rust beginning to come thru, you may have a leak. What year C-3 are we looking at.?

Perhaps green but not necessarily. Over on the NCRS forum there was a short-lived survey as black and green were both used – not enough data was generated, so it's not very definitive. Whether or not it was as early as '69 is still open to discovery. The only way to tell on this specific car is to remove the passenger dash and examine the upper bird cage structure's coating color.

2) If you're wanting our opinion on how difficult it would be to remove (like for doing a "body off" resto) then it probably won't be easy. It might be a little difficult to grab what's left of the bolt head.
well looking at this car as a potential purchase and curious how it compares. Hate to buy a car then find myself having to do major work. Good money after bad sort of thing.
