Have scammers infiltrated Ebay?

I also find a part on e-bay, which is "too good to be true", but I'm not sure if its a scam or I should try it (the seller has a good feedback history):

These are costs around $500 if not rebuilt and $1000 if rebuilt and tuned.
I can imagine the 2 scenarios like this:
1. Scam: Too cheap, can't be a real offer.
2. Not Scam and the price maybe low because:
- This is not an original carb produced in 1973, just a replacement part, remanufactured is 1979. So maybe not eligible for a "number matching" criteria.
- The carb is rebuilt, but may never tried nor tuned on a flow bench. So this have to be done -> need to be disassembled for placing the right spring/rods/jets etc. and played a lot on a motor/flow bench, with some experience of course.
I have two questions:
- In your opinion, it is safe to order, if the seller has a good feedback history, or these can be corrupted somehow?
- If it seems not a scam, is it worth to buy a carb witch may never tuned/tried on test engine or flow bench? If spring/rods/jets are factory setting, should it work good without bench testing? Can I play with it somehow on the car, or it is a trial/error nightmare, when I purchase diferent parts, disasseble dozen times, tearing some gaskets and then give it up?

I do check the seller's feedback, the number of transactions they've done, and the length of time they've been selling to get a comfort level with the seller.
I'll continue to use eBay.
He answered my questions, had a good rating, and I never saw the car until it showed up on the back of a truck.
All in all, I'd say I got a good deal. It needed a lot of work but I knew that going in, and it was priced accordingly.
It's the third car I've bought on eBay and so far, so good.
A brief story:
Was looking for a deal on Barrymans bucket of Carb Cleaner with dipping basket.
Best deal on Ebay. Paid thru PayPal and paid USPS shpg.
Mailmans note says their policy does not allow Haz-Mat materials inside the delivery vehicle.
Ok fine I say. And I drive 15 miles to the Post Office to pick up the Barrymans. Postmaster says additional $20+ for Haz-Mat shpg. WHAT!
(and by the way, its wrapped like it was nuclear waste)
I refuse shpmnt. Ebay gives me my money back. I ask Postmaster what they will do with the package. His response, dispose of it. Can not return.
Poor seller. Never got his PayPal money, never got back the Barrymans and never got back his shpg charges. Felt bad for him.
