Their is a Enzed shop a block from where I work. When I need to change a brake line over to a AN fitting, common when installing modern callipers on a vintage Harley, I just run over there. They even make up custom brake lines. Certainly there must be such shops in the States.

I think you'd have to do 2 steps to get a 3/16 inverted flare up to a -3AN
A quick look shows -3an to inverted flare but only down to 1/2 IF, so maybe AN to pipe then pipe to IF or something
