If you look at your 2nd photo, above the hole you will see what's called a U-Nut.
It's like a spring clip with a threaded hole.
Your most likely missing that clip for the below hole.
Lots of different shapes and sizes available...
Or if you really don't need that feature, you can always use like a #8 or #10 machine screw and nut to secure the j clip and ground wire.
