It's the by-pass vacuum switch (and bracket) for the headlights to raise/lower - pull down the **** to activate, push up to deactivate. If you need to raise the headlights to change a bulb, for example, it will keep the lights up as long as needed. Additionally, if the headlight switch loses its ability to do it, you can manually activate the vacuum.

Thank you. Seeing the vacuum hoses made me think it could be that (i wondered what the trick was to raise the lights w/them off) but I was trying to twist not pull on it. Thanks again

I think the other one is to manually raise the wiper door to change the wiper blades

It was also used back when they were everyday cars.
Around here you would see C3's with their headlights up all winter...

Yeah, we of the older set have the wiper door valve as well as the trip odometer on the same bracket. After GM went with the long hood and electronic speedo (of which I think the odo is part of) these two parts were no longer needed.
Tony, I see that you have the earlier version with the two vacuum valves and then the round wiper **** and they were located under the tachometer. Lou.
