The original rally wheels wheels from my car were left outside for an extended period of time, and a couple of them must have had tires on during that time as well. So a couple of the wheels have badly pitted edges where the tire bead contacts it. Would you call this too badly damaged to use? They really look a little worse than the pic shows.
I would try sand blasting them, mount some tires on them and see what happens. Even if they do leak tire shops have a sealer that often works well at sealing tire beads to pitted rims.

Once clean, filling the pits and skimming with JB Weld would also help ensure a seal is possible and better the look of the finished rim area.

This may be a long shot:
How about putting a "skim coat" of quality Silicone Rubber (for doors and windows)
on the pitted area.
Put just enough to fill in the pits. Don't put it on the area you will see if a tire was mounted on the rim....... you want the paint to stick on the uncoated area.
Let the Silicone rubber cure for a couple days....then paint the rims.
