No, The dipstick is measuring the top level of fluid (how low below the top edge the pan) not the depth of the fluid
I think he's refering to the pickup tube for the filter. usually when you put a deeper pan on there is a extended pickup tube to move the filter down to the same height above the bottom of the pan. i have the TCI deep pan on my car and you do lose a little ground clearance but have not had any problems.
