It’s been years since I bought outside mirrors for my 76. Has the bottom mount improved yet? Are there any that actually work without wobbling? I just can’t get the base of the mirror tight.

Believe or not, there are at least 2, maybe more different mounts ( the base). Did you replace your base at any point? I did and it wobbled. I also found bases with different part numbers but the only difference was the thickness of the "arm" where the mirror attaches with the set screw.
I went to a buddy's shop. He had about 10 laying around, all OEM. I tried a few and found one with a different part# than the one I replaced mine with and it was tight as a drum (1968 btw).
There have been several posts on the Forum. One of the guys used piece of rubber hose to increase the “thickness” of the attachment bar. I had success with a few stall pieces of electrical tape. Use small pieces of tape after two pieces of tape test fit the mirror on the mount. You want the mirror attachment point to be snug. Also, don’t block or cover the hole that the funny looking Allen screw goes in.
