pull the kick panels off by your outboard ankle, as if you were sitting in the car. look soft rust
look through the windshield at the VIN tag, is ir rusty, bubbly, pushing off the frame? signs of rust.
If owner will allow, put the interior A pillar trim and see the W/S structure. Rot?
How do the #4 body mounts look? Crusty or intact?
Rear spring and associated hardware look ok?
As for price, I can't comment, as Im out of touch with C3 pricing, especially with what appears to be a low mileage dry southern car.

Looks like it might be a Code 59 Light Beige on Code 592 Light Beige interior. That combination will limit the market for this one but the low miles might offset that a bit. The car doesn't look abused or worn out. A lot will depend on how long it's been since it ran and how easily he could make it run again. A thorough cleaning inside and outside and he'd probably get his $8,000....or close to it.
As Greg stated for $8K I would want this car to start, run and stop even if it was just around the block, Would also have to come with a fresh water wash and run a vacuum through it, appearance goes a long way in selling anything.
Could turn out to be a Cubic Zirconia diamond in the rough.

Hagerty puts the value of a '79 L48 in #4 fair condition at $6300.
Like it's been said no convertible in '79, so if it is it's a conversion.

Just heard back, it is T tops and he does not have them but has some kind of aftermarket soft top on it that is in bad shape. I am going to pass but if anyone in Texas is looking for a C3 I can pass along his info. When someone says “I’d like to get $xxx for it” that indicates to me that there is wiggle room so maybe someone could get a good deal on it?
