There is nothing in the stock ECM that you can change for that...gov, TC or ECM. That is a TC lockup setting that you can change with the EBL. Purchase a 82 GM service manual.
The idea behind knowing the input and output conditions was to help with troubleshooting. The TCC was just an example. If the ECU, uses inputs from sensors A, B and C for the TCC output, then I would know to troubleshoot those sensors.

I could care less about the books, I'm just trying to understand what the OPs actual problem is he is having with his 82. You can not set anything with the stock ECM. However, you can play around with some lockup settings for your 700r with an EBL and a laptop.
