In low beam, both my outer lights are on.
however, when I switch to high beam, the driver side inner light kicks on, but the passenger side does nothing, the outer light stays on.
I would think that if the high beam bulb was bad I would have no lights on passenger side, I’m wondering why the low beam would stay on?
simple solution? Or do I just need to go through some bubba wiring?

Both low beam lights stay on when the high beams are turned on.
It sounds like a bad passenger side, high beam.
Just swap bulbs out bulbs and see...
Could also be a good bulb with a corroded connector...

The driver side low beam turns off when I click on the highs.
so passenger side is probably doing what it’s supposed to do, probably bad high beam.
driver side, idk why outer turns off.
The LO beam lamps (on the outside) have low and high filaments; the HI beam lights (on the inside) have only high filaments. When the 'bright' switch is depressed, ALL four high lamp filaments are "on".
The outer bulbs should be brighter.

Most likely bad driver outer HI filament
and bad inner passenger bulb.
Above reply is correct. On low beam the low beam filaments light up in the outer bulbs. On high beam, the high beam filaments light up. The inner bulbs only have one filament. Which is of course high.
shining the lights on a wall you should see the outer bulbs not only get brighter, but the aim of the beam should rise.
It is possible to have only one filament in your outer bulbs fail.
