looks like someone trimmed a hose line and it got lost until you found it. Maybe its padding for a AC line running through the fire wall...hard saying. Too big for a vacuum line
It looks like a lower radiator cushion for a 61-72 aluminum radiator.
On the bottom of the aluminum radiator used in all 61-67 and 4 speed no air 68-72's there are two posts that each get a round rubber cushion on them, before they fit into corresponding holes in the bottom of the core support. Original cushions had three lines molded into them like that cushion has, some repro's have the lines, some don't. The radiator cushions are roughly 1 1/8" outside diameter, 1/2" inside diameter and 5/8" tall.
The two cushions on the power steering slave cylinder are also the same size, but PSSC cushions were smooth, without the three lines.

That’s it! Car is a 70 no air aluminum radiator, also a 35k survivor. Now I have to wonder if there is two of these originally installed!
