I don't remember exactly, and I hate to shoot from the hip without reference material beside me, BUT...
As I recall, the second "digit" is the month.
It goes 1,2,3,4,5,6,7,8,9, for Jan, Feb, Mar, April, etc....
Then, it goes 0, A, B for Oct. Nov, Dec.

The date on yours I believe is actually 741, which would be first week of April 1967. I think that “A” might just be a crooked “4” or somebody goofed that day putting the stamp together at the Holley factory.
It’s 3 characters versus 4 which means it’s a production piece, not a service replacement.
