I’m at that age when I can afford to buy my dream car. I seen my dream car listed, he says it was judged by NCRS and received a score of 90.1 making it a second flight. With that score do the judges look an all critical rust areas? Not knowing much about what to look for in buying a good car, I’m looking for some help.

The current owner can share the judging sheets with you so you know where the point deductions occurred. This could reveal atypical appearance or condition issues.

Generally, the judges don't look at any "critical" rust areas. In NCRS judging the judges are looking for correctness and originality first, and condition second, but condition doesn't mean they're hunting for rust.
The frame is judged, but there's only so much a judge can see with a car sitting on the ground. The end caps of the frame can be easily seen, as can the frame side rails, but it's hard for a judge to see much else. No judge is going to remove the kick panels to get a look at the cowl or number two body mount, or remove the access panel to look at the number three mount. Besides the visible portions of the frame, about the only possible areas of rust a judge might pick up while judging would be in the A-pillars when checking the VIN tag or the windshield's glass codes.

Here are a couple pictures, not sure if they show anything of value.
Pretty limiting on the pics to see much... about the only thing that concerns me is the pig's tail corkscrew on the front brake hose. Should not be twisted like that.
The rear spring hanger bushings look pretty flat so a future replacement may be in order, but it's pretty hard to tell their condition in the pic.
Nothing else looks amiss other than being dirty, so has likely been some time since the car was NCRS judged.
Might be a good idea to share the car in questions location.
