There are screws which bolt the upper section of the column to the lower. And they often work loose. If that's the issue you need to take the wheel off and a couple other parts and tighten. Perhaps put some blue loctite on the threads.
Another issue are the tilt pins. The aluminum bores can wear, or the pins can work lose ..and need to be tapped back in. You almost need to dig into it and see. Oversized pins are avail. if needed.
