Is there such a thing as master list of VINs that will tell this information?

I guess the first thing to ask is what in the VIN tells him/her that and then go looking for a source that corroborates the claim.
Slightly off topic, but you can order the build documents from GM for '78 or '79 and newer, ~$50; GM also offers a free year-specific features and specs guide PDF. Both are available through GM Heritage, link below my signature.
They did not do a continuous build like they did for a 78 Pace Car but rather built them throughout.. Interesting how he determined it by the vin number to be the last. The 6th and 7th digit would be 07.
Here is one from the registry with a Sept 82 build date. Is this vin later in production than the one you are looking at?
Those are nice-looking cars I think!! I would love to have a nice CE. I'm not the expert on CE's, so I apologize if this is incorrect, and maybe you know this ....but according to the link below there's a section which reads: "The 1982 Collector Edition Corvette Coupe carried a special VIN code (which could be used to uniquely identify a real car from a clone). It was represented with the number ZERO in the sixth digit, though the collectors edition Corvettes did not have a separate serial number sequence."
However I did not read the whole article if it indicates last off the line. Does it have the CB?
I have no idea what the VIN number of the last 82 Collectors Edition is, but I can say for sure that the last 82 built was not a Collectors Edition.
In the Winter 1982/83 Issue of Corvette News there's a small picture of the last 82 coming off the assembly line at the Bowling Green assembly plant. The car is a dark color, likely black and has a banner hanging over it that reads: "Corvette End of an Era '82 A New Beginning '83 Bowling Green Kentucky"
