According to PaintRef.com they're the same color, GM's paint code for both is WA3962, the RM code is A2109 and the Ditzler PPG code for both is 2083.

What years are you referring too? 75 and 76 were both available in Code 22 "Corvette Bright Blue Metallic", I don't know of any other Code 22 used on 70's and 80's Corvettes. If you're referring to 1974's "Corvette Medium Blue Metallic", it's Code 922, not 22 and is a different color than 75-76's Bright Blue. The 75-76 Code 22 is GM color WA4672 and Ditzler PPG 2744, while 74's Code 922 is GM WA4069 and Ditzler PPG 2213.
GM changed the names of colors from year to year, from brand to brand and even used the same color on different models within a brand with a different name. I'm sure it all had to do with marketing and the whims of the buying public.
