Factory used a cone shaped washer under the oval head screw here. i have never seen these cone shaped washers anywhere but from a Corvette parts vender. You can install the screw w/o the washer, I would just lightly tighten. SS is a good way to go.

The trim washers were usually only used when a screw was going through soft vinyl or padded vinyl panels and parts. From the pictures it looks like the OP has a 78-82 which had hard molded plastic a-pillar trim that used screws without washers.
Also, GM rarely took the time to paint screws. Usually the only time screws were painted was when they were installed in a part before the part was painted. In the 60's, just about every visible interior screw was chromed, but in the 70's Chevrolet started to use both chromed and black screws depending on the color of the interior. Generally, chromed screws were used in light colored interiors, so door panels, dash, pillar moldings etc in a white or tan interior would have used chromed screws. Dark interiors like black, dark blue, red, etc usually used black screws to install interior parts. Obviously, things that were black like console shift plates and center gauge clusters used black screws.
I'm slowly replacing all my interior screws with stainless steel. You can duplicate the function and appearance of interior screws that have the built in conical shaped washers. They are chrome plated brass.

I buy most of my stainless steel fasteners from McMaster.com. Where I live, McMaster delivers within 24 hours. Also bolt depot.com and Albany county fasteners. com. I prefer marine quality stainless; stainless 316. If you want to buy black oxide stainless screws, you'll probably have to be satisfied buying 18-8 stainless. It's not marine quality, but inside an auto, you should never see rust. Local hardware store stuff is too expensive and often of poor quality.
