What is your plan? If it is a GM antenna, it can be fixed. I would do it if it was mine.

get a new one, it looks like its been replaced before, antenna motor looks different ,newer

Crutchfield sells a pretty good collapsible one if you don't want to mess with bad automatic ones all the time.

That's an aftermarket antenna, not something ever sold or installed by Chevrolet. If you cut it off you'll still likely receive FM bands (with some reduction in reception), but probably not AM.
