I recently bought a 1982 C3 w/35k miles on it (verified). I'm in the process of doing a tune-up (change oil, oil & air filters, spark plugs & wires) I also had to replace the power steering control valve (tried the cheap rebuild kit but apparently I didn't do it right so I just bought a new one- this one will be up for sale cheap in that forum.) Anyways, I discovered the previous owner installed K&N filters! While in the air breather I noticed that the metal breather was rusting on the inside. (I removed the rust and painted it black again.) Since the cruise isn't working either, I figured it would be a great time to check everything out since I have access while the air filter assembly is removed. I noticed that one of the vacuum lines was broken. It's possible a mouse got to it, but I swear it looks like it rubbed it's way into non-existence. It's on the passenger side basically a rubber plug that has 2 vacuum lines coming out, one goes to an actuator and has a 90 degree rubber elbow on the end and the other- the one that is literally missing 3-4 inches of vacuum line- goes directly to one of the two throttle bodies. Can anyone tell me what this part is? Is it impossible to replace? Or will it suffice to buy vacuum lines to repair?

That's the EGR solenoid. It's not in the picture frame but do you even have an EGR still?
If the EGR is that round device found in the middle picture (black & white) underneath the far right arrow, yes. The actual picture with arrows isn't my engine bay. This picture shows it a bit better. It sounds like the plug with 2 vacuum lines has one line going to the passenger side throttle body and the other goes to an EGR? I'm wondering if the EGR is bad and they cut the line intentionally? The previous owner did a heater core bypass because he never drove it when it was cold (and he lives in Michigan).
Yes, that's the EGR. It's possible that's what the previous owner did. To answer your original question, you can get some vacuum lines to replace those. Without the EGR in operation, you might get some spark knock on regular octane gas.
