I'm 99% sure I found a steel replacement...
There are 2 Steel replacement gears available...
1. What is called the 2nd worm gear and it's 1 11/16" or 43mm in length and was used in all corvette speedometers from 1953-1977. I'm not sure of the tooth count...
2. What is called the 3rd worm gear and it's 1 15/16" or 49mm in length and 13 tooth, same used from 1953-1955 speedometers with a speedometer frame "W"
The gear I need is the 3rd 13 tooth gear...

The fit was perfect...
Found them sold as the 3rd worm gear, drives odometer $16.00ea...

Finding this manual was difficult because most references are much older versions of this manual which don't cover the later C3s. These are manuals that get tossed as they aren't "interesting" like a car shop manual. But its invaluable when working on a speedometer.

Here are the other pages pertaining to the 1977 speedo. Note that the drawings are far and few between in the manual plus they don't typically show the Trip odometer versions. I guess the drawings are just general reference.
