Can someone pls tell what is the part I am posting and what is it used for??
The blue item looks like a filter of some type but hey what do I know...........lmbo
It runs from the rear vacuum port at the bottom of my QJ and to the firewall bulkhead!!!

Ok can you determine what it connects to under the dash??
The small vacuum port (next to brake booster pipe) usually connects to one side of the green vacuum valve (sensor) inside air cleaner assembly, if that's what's on your car.
On a cold start the air cleaner inlet(s) dampener(s) closes only allowing pre heated air in, from stove Pipe. Once inside air temp reaches about 120* the green sensor starts to change state and dampener start to open.
It's really a controlled vacuum leak...
Tha valve picture you posted imo looks like a ford part...There, I said it...lol
My '80 had something similar called a distributor delay valve. If you got rid of your EFE system because of an exhaust header install or an air cleaner change you probably don't need it anymore.
That line can go straight to the distributor vacuum can if you want to run a manifold vacuum advance.
