The poor quality of the photo makes it impossible to know what it says on the tag so this is just a guess. It looks like a state issued VIN tag. If it is, it likely means that it was a theft recovery, though it could be a salvage or rebuilt VIN too. Either way, if it's a state issued VIN it's not good, at least from a value standpoint.

I have not seen the car in person. The pic is off the classified ad listing. My guess aligns with yours. It is either a rebuilt-salvage-theft recovery vehicle. In any case I’m going to pass. Thank you both for your help.
