Hard to tell without a ruler or quarter of something next to it, but since it has a soft surface and rub marks maybe it contacts glass?

My best guess is that it's not part of a C3.
Construction method looks newer.

Well, I can tell you that, having disassembled every last nut and bolt on mine, it didn't come of a '79.
Unless whatever it is was missing off my '79...
But my vote is for gerry's answer... the Johnson rod bracket.

By the looks of that broken piece of thick black plastic riveted to that bracket it kind of looks like a piece of the upper spare tire carrier.
