Most likely there is a connection loose somwhere or the motor is tired and needs to be replaced / rebuilt. I don't know what circuitry supplies the power to the antenna motor, I suppose this ciruitry could be bad but most likely it is one of the first two.
To check it out put your voltmeter on the leads of the motor, if it has power but doesn't move the motor is bad. If it isn't getting power when you think it should you have a loose connection somewhere, trace the wires back looking for loose connections or shorts.
Did you try to lube the antenna assembly maybe its just sticking?
Do these antennaes only go up with radio... or with all stereo power like a CD or a Cassette, etc.?
From stereos there's a blue wire that turns on amps, right?
Is it an orange wire for antennaes or does the antennae use the same wire as the external amp?

Mine (81) only comes up when the sterio is turned on. Now if I leave it on and turn of key, it goes down, and will come up automically when I crank up.
