Estimated by time and weight. They wont allow moran to run in any class. seems like a waste of money when he knows they wont let him compete. Rules allow one power adder not two. By the way top fuel is 8000hp now.
8000 hp....that is astounding....amazing they can get so much power from an engine.

I have a friend very close to the Force camp and through a program they got from NASA they can now dyno those fuel motors. Last year at 90% Force motors made 8800 hp. I do not know what they are making at 85% but the speeds are now higher...so maybe they are above 9000.
As far as the turbo motor I do not know why they built it to 440 in. Perhaps they are hoping the short stroke would make the tq of the motor a little easier to get down the track. They are running those cars with pro stock clutch style transmissions, very hard to get them to hook up. I have heard they may try a top fuel style multiple clutch set up so they can handle the power. My uneducated answer would be a Bruno / Lenco drive type deal out of a alcohol funny car. Very similar power levels.

The reason for a shorter stroke is when you get to those power levels bigger strokes get snapped off. They dont like the stroke going that far down to the ground. They arent making more power ,but they are hooking up better at 85 percent.
