In London the scheme they run is called the "Congestion Charge". Basically they put a ring around the center of London, inside you have to pay about $9 a day to drive in, outside you don't pay anything. It's operational Monday to Friday 7am to 6.30 pm. Cameras capture your registration plate and compare it to the database of people who have purchased a ticket, if you haven't they contact the DVLA (UK DMV) and send you a fine - about $300.
I agree with it in principle but the problem is London is such a rich city a lot of people can afford to pay it. Either way as long as the money goes into the public transport system - buses, trams, underground it should make the city a lot nicer. I would like to see something in LA, the traffic here is ridiculous, umpteen million people alone in their huge SUV's - what fun can that be?!?! Get them on a bus, let the trade people drive, deliver, fix, earn a living and allow us Corvette owners the chance to get out of the city limits in about 30 minutes rather than the 3 hours it takes now!
After visiting London for a few days awhile back, I'd have to ask why you'd WANT to drive there. Their Underground is excellent and there seemed to be taxis or buses available about anywhere. I found I could get just about anywhere I wanted without a car. A very nice city for tourists, anyway.
I'd just hate the idea that I was being monitored as to the time I spent in the city, although I probably am anyway.
As to the value of my car: as long as it doesn't go down, I'm happy.
Back in the '70's the previous owner of my car told me he bought it from his friend for a bargain. His friend had another '69 Vette with a small block and thought that since gas prices had gone up so much that there'd never be a market for big block cars again. Wrong!
When I bought my Vette, I sold my '69 Z-28 to my friend thinking that surely a big block, convertible Vette will always bring more money than a small block (DZ302 or not), hard top, Camaro. Wrong!
I gotta get a new crystal ball 'cause the one I've got ain't workin' too good.
I visited London for two weeks and couldn't imagine needing a car. My nephew, who lives in SanFran has a car because he commutes (Oakland/Alameda?) to work/school, but it is like a ball & chain around his neck (i.e. parking, gas, insurance, theft, etc...). I didn't need a car whatsoever when I was visiting him.

witness my friend's ~35 Ford rumble seat convertible, bought it for 13 grand sold it for 15 grand as a totally restored perfect V8 club winner...
why?? all the guy who lusted after one are dead and gone....
but like I was telling him at the time, as a HOTROD that thing would be worth 30grand UP....too boot having more fun with it....

At least I'm past the functional repair stage and on to the cosmetic repair and performance mod stages.
that is unitl the performance mods cause breakage of non-modded stuff. I try to keep that in sync.
Anyways I believe my 73 L48 will be worth.... Over $100000.00 in 10 yrs.
IMHO.
They can't get lower, and prices where I am... Alll model C3 Vette's are going up.. Go try a buy a good running example.. It's not as easy as everyone thinks.. I looked at quite a bit before I bought mine. Shape is the most important to me.
