My 79's right tailight will only go full illuminsation (both filaments Lit as if the brake is on) when just turning on just the headlight or parking lights. I changed the light socket but this had no effect. I imagine that there is some sort of wiring problem.
Does anyone have some advice as I am trying to get it inspected here.

just go back to the basics and start tracing the wire loom backwards and at every connection it apart and clean it and test it with a test light....good light, i'm sure its a simple fix you just have to find it...
Quite often it seems that the brake lights doing strange things is an indication that the turn signal switch is getting tempremental. Try this, apply the brakes and with the brake pedal depressed turn on the left turn signal and then the right turn signal. Some times this gets the turn signal switch back to its proper "off" position and clears the interruption to the brakes.
