I currently have a 2+1+2 stock exhaust (w/cat) on it.
My current state doesn't require emissions check, but I'm moving in about 3 months to Phoenix, AZ, and I know they do check my year.
Can anyone in or around Phoenix advise me on whether or not I can get away with stock exhaust for the check, and then swap it for the pipes right after (and repeat everytime I need to get it checked)?
I'm attempting to not get harassed / ticketed by law enforcement. Keep in mind that this will be my daily driver.
In Phoenix Arizona you will be going though emissions once a year for cars 67 through 80, once every two years starts on 81 models. They will do a visual inspection on the engine and exhaust, check for emissions at idle and running on the roller for a simulated speed. But I think that 76 will have a constant speed run, where my 81 and 82 go through varying speeds to simulate traffic.
but it lacks much info on what mods they will allow. I was considering a dual exhaust with dual cats, but I don't know the policy on mods.
I think the cops won't hassle you unless you give them a reason to. There are lots of cars running around without emissions, but since they're registered outside the county they don't have to have them.
About a month ago I saw some high flow cats with dual inlet and dual outlets. I wonder if it's possible to put 4 of these inline on a hooker setup. Would they allow it? Would it pass emissions?

I just installed Patriot sidepipes on my 74 with ceramic coated block hugger headers. It lowered under hood temps and got a great sound. Not as good looking as the Hooker units but no bluing so far on the headers. $200 for the side pipes from summit, $120 for the headers on ebay and about $50 in connecting the two.

That's probably the way I would go, but maybe swap the block huggers for Hedman side exhaust Headers.
I had a set of those 3 years ago. They were the original 69 style - good quality I just didn't like how loud they were, bought them from a fellow CF member and traded them after 2 weeks to another one for true duals and Ultraflows.
in the Phoenix area when i had my 75 checked, i'm not sure if they looked for all of this stuff, but it is what i have:
cats,egr,smog pump,valve cover oil breather connected to air cleaner, pcv, and charcoal canister.
but after emissions you can take the cats off and anything else if you want as long as you put it back on for emissions next year.
or you can do what every body else with a hot rod does. register it with a friend out of maricopa county. hell just leave it registered back where you are coming from. half the cars on the road have out of state plates.
1. How do you register it with someone that doesn't hold the title? Or are you transferring it to a friend?
2. To keep it registered back here in Ohio, could I just register it @ my mom's here and have her mail me / mail back to her the registration stuff every year?
